Congress of the Children’s Industry began its work

As part of the conference programme of the Mir Detstva 2023 and CJF – Child and Junior Fashion 2023. Autumn exhibitions the 14th Congress of the Children’s Industry (regional stage) started its work. It is organised by the Children’s Goods Industry Association with the support of the Federation Council of Russia, the Russian Ministry of Industry and Trade, the Russian Ministry of Education, the Agency for Strategic Initiatives, and EXPOCENTRE AO.

The Congress opened with the plenary discussion on Dialogue About the Future: from Adaptation to Growth in the Industry for Childhood. The event was moderated by Antonina Tsitsulina, President of the Association of Children’s Goods Industry Enterprises.

Lilia Gumerova, Chair of the Federation Council Committee on Science, Education and Culture, Executive Secretary of the Presidential Council for the Implementation of State Policy in the Sphere of Protecting Family and Child, said that the topic of the children’s goods industry is one of the key issues for the Federation Council. A meeting of the Presidential Council was devoted to this topic, which resulted in a specific list of instructions from the President of Russia.

“Today there are tasks and instructions of the highest level to make sure that the heroes of our toys, animated films, images on clothes are our domestic heroes, our domestic brands, products of folk arts and crafts,” said Lilia Gumerova. “And the point of view that it is not fashionable is absolutely untrue. We must sort it out to make sure that those who produce quality products, toys, films, animated films for children do not experience artificial barriers, obstacles, unnecessary administrative obstacles.”

Antonina Tsitsulina noted a number of problems in this area. First, it is the lack of intellectual property market and its turnover, capitalisation and state support. Current measures are not balanced and do not take into account market demands.

“Our task is to build the market, help creators to realise what concerns our theme - the sphere of childhood,” Antonina Tsitsulina said. “The broadcast request for the use of state symbols, objects of intangible cultural heritage is complicated. Legislation in this sphere does not meet today’s demands of society and makes it difficult to produce such products.”

During the Congress events, the best practices of regions in the development of the children’s goods industry will be reviewed; experts will discuss traditional family approaches to raising children and the role of the children’s goods industry, including book publishing, cinema and animation, in this process. They will formulate proposals to support domestic producers of goods for children who use the images of heroes of Russian children’s literature and cartoons in their products.
