Nina Moschenskaya: ROSTEST to Help Business to Work Competently under the New Legislation
For the first time in the conference programme of the Exhibition, a unique educational project will be held, prepared jointly with ROSTEST JSC, the largest certification body in Russia: ACADEMY ROSTEST "Declaration and certification: a new meaning of familiar concepts." The project is intended primarily to help businesses to correctly navigate under the "conditions of invalidity" (recognition of certificates and declarations as invalid "retroactively"). Nina Moschenskaya, General Director of ROSTEST JSC, told about this in more detail.
-- Due to changes in regulations, many manufacturers are experiencing difficulties. Nina Vladimirovna, how can ROSTEST help in solving these issues?
-- The most critical changes are related to the new powers of the supervisory authorities to invalidate certificates / declarations. Rospotrebnadzor (Russian Federal State Agency for Health and Consumer Rights) and RusAccreditation, which are now well-known to business, now have such powers. What does this mean in practice? A certificate / declaration may be declared invalid from the date of issue, and all operations for the import and sales of products with such a certificate/declaration will be declared illegal. The risks of financial and reputational losses are enormous! In this regard, the closest attention now should be given to the issues of conformity assessment!
ROSTEST has always been distinguished from other certification bodies for its correct understanding of certification. The certification body, possessing a high level of competence and an objective view from the outside, helps manufacturers to correctly assess the quality and safety of products and thereby provides an opportunity for improvement.
We do a lot of explanatory work to help customers understand the mandatory requirements for products, the rules and assessment procedures to reduce the risks of forced suspension/cancellation of certificates or subsequent invalidation of the declarations accepted.
ROSTEST is the only certification body in the regulated sphere today that offers a compliance certification service. This is an excellent preventive tool described in 248-FL "On Supervision", which allows you to increase the level of confidence in the business and avoid scheduled inspections by control authorities.
-- How have the requirements for the safety of children's products changed in recent years? Have any new types of expertise been added?
- Currently, we are actively working on changes to the technical regulations, the object of which are goods and care products for children: TR TS (Customs union technical regulation) 007 "On the safety of products intended for children and juniors" and TR TS 008 "On the safety of toys", TR TS 025 "On the safety of furniture products", TR TS 009 "On the safety of the perfume and cosmetics industry". There are many changes, we will tell you about all the changes approved and planned at our events.
-- What are the main issues you plan to discuss with manufacturers and suppliers of children's products at the Mir Detstva exhibition?
- First of all, we are presenting our project ACADEMY ROSTEST, which is intended to help businesses navigate competently in the new legislation.
Within the framework of the project, we are planning to conduct workshops, thematic sessions with regulators, round tables discussing hot issues, and individual consultations on compliance (risks of violation) with mandatory requirements for children's goods.
